Criteria

Power-of-attorney route in Kyrgyzstan

Pros: fast issuance (1–3 days), serves non-residents, low maintenance fee (up to 5,000 RUB/year on the standard tariff), POA-friendly, functional mobile app. Cons: the bank runs its own compliance and may close accounts flagged for suspicious flows; you need a local SIM for OTPs.

Freedom Finance (Kazakhstan)

Pros: strong brand, diverse products, integration with a foreign broker. Cons: tightened KYC on Russian citizens over the past two years, frequent on-site requirements, higher maintenance fees, more refusals without extra documents.

Wise (UK / Belgium)

Pros: great UX, low FX fees. Cons: blocks onboarding for Russian passports and addresses since 2022; practically unavailable without an EU/EEA residence permit. Not an option for most Russians.

Bank RBK / Halyk / Kaspi (Kazakhstan)

Pros: mature infrastructure, solid service, reliable EAEU transfers. Cons: requires a Kazakh IIN (obtained in person at migration services); many branches stopped serving non-residents without a residence permit; slower onboarding than this route.

Humo (Tajikistan)

Pros: Visa/UnionPay card, cheap service, onboarding in Dushanbe. Cons: thinner acceptance network, tighter FX limits, less mature digital stack. Good as a backup, not as a main payment tool.
